A Proposal for a US Carbon Tax Swap
Video of Tufts economist Gilbert Metcalf's Feb. 6 talk on his plan for a revenue-neutral carbon tax is now available.
Medford/Somerville, Mass. [02.12.08] On Feb. 6, Tufts Professor of Economics Gilbert Metcalf presented a talk entitled "A Proposal for a US Carbon Tax Swap: An Equitable Tax Reform to Address Global Climate Change" as part of the monthly Energy and Climate Forum series.
Congress has debated legislation based on Metcalf's research into a tax on carbon dioxide emissions. The tax would be tied to a reduction in the payroll tax, thus making it revenue-neutral. (Read Metcalf's paper on this proposal.)
